وزيرة التنمية المحلية تتلقى تقريراً حول جهود قطاع التفتيش وتقويم الأداء خلال شهر يناير 2026

تلقت الدكتورة منال عوض وزيرة التنمية المحلية والقائم بأعمال وزير البيئة ، تقريراً حول جهود قطاع التفتيش و تقويم الأداء والمتابعة خلال شهر يناير 2026 لتنفيذ العديد من الحملات التفتيشية المفاجئة والمخططة على الوحدات المحلية (المراكز والمدن والأحياء) بمختلف محافظات الجمهورية وفحص طبيعة عملهم وقياس جودة أداء العمل والتأكد من قيامهم بتنفيذ محاور خطة القطاع من رصد أي مخالفات، وكشف أي مظاهر للفساد الإداري والمالي .

وأشارت وزيرة التنمية المحلية إلى القطاع برئاسة المهندس هيثم الدسوقى قام بعدد (26) حملة تفتيش (مخطط /مفاجئ/فحص شكاوي) على عدد (  محافظات هي (القاهرة، الجيزة، القليوبية ، الشرقية ، البحر الأحمر، قنا ، سوهاج ، والإسماعيلية ) .

وأوضحت الدكتورة منال عوض أنه تم التفتيش على بعض الوحدات المحلية خلال شهر يناير الماضى حيث شملت الحملات فحص شكاوى المواطنين في مجالات (التعديات على أملاك الدولة والأراضي الزراعية – تراخيص البناء – الإشغالات – مخالفات عامة – مخالفات مالية – مرافق – بيئية – مخالفات إدارية) وذلك في حي مصر الجديدة وحي شرق مدينة نصر وحي الهرم ، حي الوايلي، حي النزهة ، مركز ومدينة كفر شكر ، حي المقطم ومركز ومدينة الحسينية وحي وسط القاهرة ، مركز ومدينة بنها وحي العمرانية ومركز ومدينة قنا وحي الدقي وحي الموسكي.

وأشار التقرير الذى تلقته وزيرة التنمية المحلية إلى أنه في ضوء فحص العديد من الشكاوى بنطاق الجمهورية ، أسفر الفحص بالمرور الميداني لفرق القطاع علي بعض الوحدات المحلية تم إكتشاف بناء أدوار مخالفة دون ترخيص بأحد العقارات وتم إيقاف الأعمال وإزالة الأدوار المخالفة ، وتم الانتقال للتفتيش المخطط على محافظة الإسماعيلية وتم تنفيذ قرارات إزالة من المهد لسقف وأعمدة خرسانية بالدور الرابع بأحد العقارات وإزالة أسوار بالطوب الأبيض وأطوال مختلفة وصلت إلى ما يقرب 100م ، كما تم التوجه لحي ثاني طنطا لمعاينة العقار محل شكوي أحد المواطنين وتبين وجود عقار مكون من أرضي و13 دور علي مساحة 200 متر وحاصل علي ترخيص 4 أدوار تم تنفيذ هدم الحوائط وكذا تكسير أجزاء من أقف الدور السادس والسابع والثامن علوي .

و أكدت الدكتورة منال عوض، أن الوزارة لن تتهاون مع أي تقصير في تنفيذ قرارات الإزالة الصادرة ضد المخالفات البنائية في جميع المحافظات ، مؤكدة على أن الدولة ستتعامل بكل حسم مع أى مبانى مخالفة ومتغيرات غير قانونية، ولابد من التعامل الحاسم من الأجهزة التنفيذية بالمحافظات مع أي محاولة للتراخي أو تعطيل الإجراءات القانونية تجاه تلك المخالفات .

كما وجهت وزيرة التنمية المحلية ، جميع القيادات التنفيذية بالمحافظات من رؤساء الاحياء والمراكز والمدن بضرورة التواجد الميداني المستمر والمرور الدوري لرصد أي مباني مخالفة في المهد والتأكد من تنفيذ قرارات الإزالة واتخاذ الإجراءات القانونية حفاظاً على هيبة الدولة وسيادة القانون.

وأوضحت وزيرة التنمية المحلية أن الجهود التي قام بها قطاع التفتيش خلال شهر يناير 2026 أسفرت عن إحالة عدد (273) حالة للنيابات المختصة ( النيابة العامة والنيابة الإدارية) والشئون القانونية لاتخاذ الإجراءات اللازمة حيال المخالفات .

وفى السياق ذاته بناءً على توجيهات وزيرة التنمية المحلية بضبط الرقابة على منظومة مواعيد عمل المحال العامة وكذا متابعة منظومة إزالة الإشغالات في الشوارع المختلفة وفى هذا الصدد فقد تم إعداد خطة عمل ليلية للمرور بشكل يومي وبصفة دورية علي حى مصر الجديدة وتم رصد العديد من الاشغالات والعديد من المحلات التي تعمل بدون ترخيص ، كما تم رصد العديد من وقائع تغيير الاستخدام وتم اتخاذ الإجراءات اللازمة هذا الشأن ، كما تم المرور الليلى على حي شرق مدينة نصر ليلاً.
